Guidance provided by Elsa Rhodin at the E-Sharp/Synopsys bi-weekly meeting 2026-06-04. Return shipments sent back to Synopsys for repair must be marked with specific HTS and ECCN codes to streamline customs handling and avoid clearance delays.

Why this matters: Incorrect or missing HTS/ECCN on return shipments has caused customs clearance delays. Using the correct codes and repair-return marking reduces the risk of shipments being held.

Outbound shipments of Synopsys consigned spare parts (Sweden → Synopsys CM sites) require complete customs documentation to avoid clearance holds. In June 2026 several spare parts shipments were held in customs due to incomplete documentation; some required resending.

Required on every outbound shipment

• Commercial invoice — must include HTS code, ECCN, Country of Origin, and declared value for each line item
• Packing list — part name, E-Sharp P/N, Synopsys P/N (consignee part ID), quantity per box
• HTS code — classified per part; see component library HTS prop in PLEASE
• ECCN — required for US export control; most Samtec cables and PCBA spare parts are EAR99, but verify per part
• Country of Origin — must match what is declared on the commercial invoice
• Section 232 metal form — required if any HTS code on the shipment appears on the Section 232 metals list (see ETT00000006 knowledge doc "Section 232 Metals HTS List")

Booking

Use Agistix to book all shipments. Ensure all customs fields are filled in Agistix before booking.

Lessons learned

• Shipments with missing or incorrect documentation are held at customs and may be returned
• Resending causes delays of weeks and disrupts CM operations
• Verify HTS and ECCN before each shipment, not just at first import

As of 2026-06-08, updated Section 232 tariff provisions are in effect. Before importing any goods, check the HTS code against the rules below.

Rule 1 — Section 232 Metal Form

If the shipment's HTS code appears in the "Section 232 Metals HTS List (effective 2026-06-08)" knowledge document attached to this project, you must submit the Section 232 Metal Form.

This covers:

• Articles of steel (Chapter 72–73)
• Articles of aluminum (Chapter 76)
• Articles of copper (Chapter 74)
• Derivative steel/aluminum/copper articles (Chapters 73, 82–90, 94, 96)

Samtec has confirmed they cannot provide country of smelt and cast for copper, aluminum, and steel in their products at this time.

Samtec's response (verbatim):

Based on current supply-chain feedback, Samtec can only report the country of cast and smelt for copper, aluminum, and steel in these products as unknown at this time. We do plan to re-engage our supply chain to determine whether additional details can be obtained, but there is no defined timeline and we cannot guarantee that updated data will become available.

Implication for Section 232: Aluminum derivatives with unknown smelt and cast country must be reported as "unknown" to CBP, which triggers a 200% duty rate (Russia default). This applies to all Samtec aluminum-containing parts until supplier data becomes available.

Action: Monitor for any update from Samtec. If and when they provide smelt/cast country data, update this entry and revise customs filings accordingly.

As of June 2026, outbound shipments from E-Sharp to Synopsys CM sites (Sanmina, Kitron) are experiencing delays due to two related issues:

1. General tariff environment — increased scrutiny of US-bound shipments from Sweden
2. Section 232 metal content reporting — shipments containing parts with HTS codes on the Section 232 metals list require a Section 232 Metal Form to be filed at import. Failure to include this form is causing customs holds.

What to check before shipping

• Look up every HTS code in the shipment against the Section 232 metals list (see knowledge doc "Section 232 Metals HTS List" in this project)
• If any code matches → attach the Section 232 Metal Form to the shipment documentation
• HTS codes 8471.50, 8471.80, 8473.30 additionally require the Section 232 Semiconductor Form

The Section 232 Metal Form requires country of smelt and cast (aluminum) and country of melt and pour (steel) per line.

Samtec has confirmed they cannot provide this data (see E-004). All Samtec cable lines must therefore be reported as unknown to CBP.

Consequence: Unknown aluminum smelt/cast country triggers the Russia default — 200% duty rate on the aluminum content of those lines.

This is not pending — it is resolved as "unknown" until Samtec updates their supply chain data.
